Brazil and Arab League establish cooperation and political dialogue

MEMORANDUM OF UNDERSTANDING FOR THE ESTABLISHMENT OF COOPERATION AND POLITICAL CONSULTATIONS BETWEEN THE MINISTRY OF EXTERNAL RELATIONS OF THE FEDERATIVE REPUBLIC OF BRAZIL AND THE GENERAL SECRETARIAT OF THE LEAGUE OF ARAB STATES

The Ministry of External Relations of the Federative Republic of Brazil and The General Secretariat of the League of Arab States, hereinafter referred to as "the Parties";

Based upon the mutual desire to develop mutual cooperation and political dialogue between them;

Bearing in mind that promoting relations between the Parties in various fields will reinforce the maintenance of international and regional security and stability as well as foster development;

Further bearing in mind the accreditation of the Ambassador of the Federative Republic of Brazil in Egypt to the League of Arab States

And affirming their mutual interest in developing relations of cooperation within the framework of the United Nations Charter, the League of Arab States Charter and the generally recognized international norms, and confirming the importance of holding regular consultation on different levels on matters of mutual interest.

Agreed upon the following:

1. The Political Field:

1.1 The Parties shall maintain periodic consultations in order to exchange views on international, regional and bilateral matters of mutual interest.

1.2. The consultations shall deal with the following issues:

1.2.1. Assessment of the relationship between the Parties;

1.2.2. Exchange of ideas on ways and means to strengthen and expand that relationship;

1.2.3. Exchange of points of view on matters on the international and regional agendas, and the coordination of positions within the framework of the United Nations and its Specialized Agencies, particularly in questions of peacekeeping, international security and development.

1.3. The consultations shall take place annually between the Parties, and alternately in the Headquarters of the Ministry of External Relations of the Federative Republic of Brazil and the General Secretariat of the League of Arab States;

1.4. The Parties shall agree, through diplomatic channels and with sufficient prior notice, on the level of representation, the date, the place and the agenda of the consultations.

2. The Economic Field:

2.1. For the achievement of the mutual economic objectives, the Parties will convene meetings for the Chambers of Commerce, on the part of the League of Arab States, recognized through the General Union of Chambers of Commerce, Industry and Agriculture for Arab Countries, and on the part of the Federative Republic of Brazil, entities legally constituted in Brazil, to launch initiatives necessary for the promotion of trade, investments and tourism, in addition to holding trade exhibitions in the Arab countries and in Brazil.

2.2. The General Secretariat will facilitate meetings between the representatives of the Government of the Federative Republic of Brazil and the economic bodies functioning within the framework of the League of Arab States to implement cooperation in the field identified in article 2.1.

3. The Cultural Field:

3.1. The Parties will undertake mutual initiatives in the cultural field, as well as enhance the initiatives in force, particularly on the dialogue between civilizations and cultures through the cooperation between them and with other regional and international organizations.

4. This Memorandum of Understanding can be amended upon the agreement of the Parties.

5. This memorandum shall enter into force upon its signature and shall remain in force until one of the Parties notifies the other with a written notice, through diplomatic channels, of its intention to denounce, no less than six months prior to the date on which its termination shall be effected.

6. All controversies regarding the application or interpretation of this Memorandum shall be settled by direct negotiations through diplomatic channels.

Signed in New York on in two originals, in Portuguese, Arabic and English languages, all texts being equally authentic. In case of any divergence of interpretation, the text in English will prevail.
