The ministries of Defense of Brazil and of Colombia secured, this Wednesday, in Brasilia, a Declaration of Intentions that aims to include the neighbor country in the project of development of the airplane of military transport KC-390, which will be produced by EMBRAER.
The understanding may result in the implantation of a factory of machined parts in Colombia, in order to attend the aviation market.
Besides, Colombia intends to acquire 12 unities of the KC-390.
According to Orlando José Ferreira Neto, Executive Vice President of the EMBRAER for the Defense Market, “Colombia was the client that launched the Super Tucano in the international market, and it is an honor to us to see the country once more with us, now being part of this ambitious project that is the KC-390”.
“The development of a center of aeronautical competence in Colombia will strengthen even more the cooperation between the technological and industrial bases of defense of both countries,” affirmed the executive.
The EMBRAER informed that the relation of the enterprise with the Colombian Air Force (FAC) dates of approximately two decades.
Since 1992, the FAC operates 14 Tucano airplanes, used in the training of pilots, and two EMB 110 Pioneer airplanes, used for transport of personnel.
Besides thes airplanes, there is also the fleet of 25 Super Tucano turboprop airplanes, of training and light attack.
In the area of commercial aviation, the Colombian state air enterprise SATENA (Servicio Aéreo a Territorios Nacionales), operates five jets ERJ 145 and two jets EMBRAER 170, respectively for 50 and 76 passengers, flying 43 destinations in the whole Colombian territory.
“With the beginning of the conversations to define the participation of Colombia in the development of the airplane KC-390, and the effective participation in it, we are taking great steps in order to accelerate considerably the development of the Colombian aeronautical industry, through the Corporation of the Colombian Aeronautical Industry (CIAC), not only because we will develop our capacities in the engineering level, but also because we feel very proud of being in this project together with the EMBRAER”, expressed the Major-General Flavio Ulloa, Chief of Logistic Operations of the Colombian Air Force.
Colombia joins Chile, which also signed a Declaration of Intentions of participation in the program of the jet of military transport.
The intentions of purchase of the air forces of Colombia, Chile and Brazil totalize 46 airplanes KC-390, being 28 by the FAB, 12 by the FAC and other six by the Chilean Air Force (FACh).
DECLARATION OF INTENTIONS BETWEEN THE MINISTRY OF DEFENSE OF THE FEDERATIVE REPUBLIC OF BRAZIL AND THE MINISTRY OF DEFENSE OF THE REPUBLIC OF COLOMBIA REGRADING THE PARTICIPATION OF COLOMBIA IN THE PROGRAM KC-390
The Minister of Defense of the Federative Republic of Brazil and the Minister of Defense of the Republic of Colombia,
Considering that the strategic economical cooperation, in the bilateral extent and in the context of the Latin America, is a reality that matters to stimulate and to enlarge in sectors of the economical life that have an effective projection to the international scale;
Considering the celebration, between the Command of the Brazilian Air Force and the enterprise EMBRAER, of a contract for the development and industrialization of a aircraft of military transport named KC-390, for the fulfillment of missions of multiple nature and intended to substitute the airplanes C-130 Hércules of the Brazilian Air Force;
Considering the interest demonstrated by the Government of Colombia in participating of the program KC-390, strengthening the cooperation between the technological and industrial bases of Defense of both countries and potentiating the advantages and synergies that, in terms of technological capacity, will result for both parts of the involvement in this program;
Considering the importance that, in terms of science, technology and transfer of knowledge, the participation of Colombia in the program KC-390 represents for the Ministry of Defense, with the purpose of developing the Colombian technological capacity regarding the engineering of production of machined parts for the aviation market and the development of an aeronautical cluster in Colombia;
They declare the intention of:
a) Deepening the bonds of friendship and bilateral cooperation, registering the aeronautical sector as an area of joint priority of investments and development of the same cooperation;
b) Giving beginning to the bilateral negotiations aiming the definition of the terms and conditions of the participation of Colombia in the Program KC-390, regarding the implementation, in Colombia, of a factory of machined parts for the aviation market;
c) Giving beginning to the bilateral negotiations aiming further acquisitions by the Government of Colombia of twelve (12) airplanes KC-390, subjected to the effective participation of Colombia in the program of the aircraft, as mentioned in the item b above;
d) Defining the joint participation in activities of mutual interest to the Parties in the context of the present declaration.
The contact points for the implementation of the present Declaration are:
– By the Ministry of Defense of Colombia: Deputy Commander and Chief of the General Staff of the Colombian Air Force.
– By the Ministry of Defense of Brazil: President of the Coordinator Commission of the Program Aircraft of Combat (FAB COPAC).
The implementation of the industrial partnerships will be done through specific contracts negotiated straightly between the involved enterprises.
The present Declaration doesn´t constitute legally binding commitment, either in the context of the domestic legislation, or in the context of the international law.
