The Minister of Defense, Nelson Jobim, defended the adoption of a new baseline for the defense of Brazil and of the neighbors: the adoption of a sub-continental strategy of dissuasion.
The idea was announced during pronouncement in the ceremony of release of the book “Segurança Internacional: Perspectivas Brasileiras”, which happened last Wednesday, September 29.
Nelson Jobim reminded that the Brazilian strategy of defense is of dissuasion.
But not of dissuasion against the countries of the South America.
For the South American countries, according to Jobim, “the Brazilian strategy isn´t deterrent, it is of cooperation”.
In his evaluation, the greater proof of that is in the introduction of the Union of South American Nations (UNASUR) and of the South American Council of Defense (CDS).
“Why do we have this concern? Because the South America is the biggest producer of grains, the South America is the biggest producer of animal protein, the South America has the biggest deposits of non-renewable and renewable energies and biggest deposits of drinkable water of the world – the Guarani aquifer and the Amazon region”, he affirmed.
According to the Minister of Defense, this wealth constitutes a set of situations that take the countries to an integration of their interests.
Book contemplates visions of “all the tribes”
Released in Brasilia, the book “Segurança Internacional: Perspectivas Brasileiras” (translated: “International Security: Brazilian Perspectives”) presents 39 representative articles of the diversity of the strategic thought of the country.
The Minister of Defense pointed out the plural character of the work, which, according to him, reproduces the visions of “all the tribes” that think about the themes of the defense.
Still, according to Jobim, the work contributes to make the defense a theme of the national agenda, preoccupation of the whole Brazilian society, and not only of the military segment.
In his opinion, the publication is multi-academic, plural, and integrates thoughts that are contradictory. Such diversity, he added, allows a “real meditation, undirected, of interest of the State”.
The book is a result of an unpublished cycle of seminars carried out between March and June of this year, in Rio de Janeiro, Sao Paulo and Brasilia, with sponsorship of the Ministry of Defense, in partnership with the Foundation Getúlio Vargas, Foundation Armando Álvares Penteado, FIESP, Command of the Army and Command of the Navy.
The publication will be released also on October 6, at 18:30, in the Cultura Bookstore, of the Conjunto Nacional Mall, in Sao Paulo (Avenida Paulista, 2073). On October 7, Thursday, it will be the time of the book release in Rio de Janeiro, in the headquarters of the Foundation Getúlio Vargas (Praia do Botafogo 190, 12th floor).
